Hilal Halaoui is a Partner with Strategy& and a member of the firm’s Government and Public Sector practice in the Middle East. He has more than 15 years of management consulting experience in the Middle East, where he focuses on government restructuring plans, as well as turnaround strategies for public and private entities. Hilal provides valuable expertise in strategy-based transformation and strategic planning in the context of liberalized markets and competitive readiness development, government reform programs, economic and infrastructure development, corporate governance and organization, and privatization of state-owned enterprises. Hilal holds a master’s degree in engineering management and a BE in computer and communications engineering from the American University of Beirut.
